Soviet designers borrowed the Italian idea of setting up a seaplane platform at the stern of the ship and designed this hybrid warship. Because the difference between carrier-based aircraft and seaplane was not fully considered, the narrow flight deck made it difficult for the aircraft to land, and the mooring deck aircraft could not cope with the bad sea conditions, so the plan was rejected immediately.
